
Living at Hillcrest Place
Founded in 1972, Hillcrest Place is a townhome complex consisting of 46 units conveniently located on the Boise Bench adjacent to Hillcrest Country Club. These units are a combination of 1 and 2 story buildings, many of which have beautiful views of the golf course.
CCRs and Violations
Homeowners at Hillcrest Place are bound to a set of Covenants Conditions and Restrictions (CCRs) that are designed to enhance everyone's enjoyment of their property. The intent of these covenants is not to unnecessarily restrict any homeowners activities, but to rather allow all homeowners to live in a pleasant environment.
The board will notify homeowners of any violations and allow them ample time to correct them before fines and other corrective actions are taken. Some examples of potential violations are:

Storage of belongings in carports

Parking on common ground

Unleashed or unattended animals

Failure to pick up animal waste
HOA Dues and Assessments
Hillcrest Place Association homeowners pay dues and assessments that are used to maintain and improve the common areas. These dues and assessments pay for things like:

Insurance for each unit, from the studs out. Insurance for the interior of each unit (studs in) is the responsibility of the homeowner.

Landscape maintenance (mowing, trimming, fertilization, etc.)

Landscape improvements (tree/shrub removal and replacement)

Snow removal
Dues and assessments vary for each unit depending on unit square footage and other items.

A special use fee of $40/quarter (for each 10' x 20' spot) is assessed for the use of the common storage area. Spaces are currently available for the storage of recreational vehicles and trailers.
Sale or Transfer of Home Ownership
New homeowners in Hillcrest Place pay a transfer fee upon ownership change. This transfer fee is paid by the new owner and covers the costs associated with updating the association's records. When the sale is coordinated with a title company, the buyer will pay the fee at closing to the title company, who will then forward the payment to the association. For all other sales or transfers, it is the responsibility of the owner to notify the board's secretary of the transfer.
The current transfer fee is: $300
Rentals
At the annual meeting on August 29, 2017, the members of Hillcrest Place HOA voted to prohibit homeowners from renting their property, either on a long-term or short-term basis (Covenants Section 2.1). This was done to protect each homeowner's property value and enjoyment in the association.
Exterior Maintenance
Homeowners are responsible for the exterior maintenance of their units. The HOA management notifies each homeowner when the exteriors are to be repainted or roofs replaced. Roofs were last replaced in 2014 and exteriors repainted in 2017.
